. if a crisis can be averted. if democrats and republicans can come to an agreement on the big fight that has been frankly smothering american politics for weeks now. president obama announced earlier today that he wants to see a deal done by tomorrow on the big debt ceiling fight that has consumed every bit of oxygen in d.c. for the last few months. the president saying tonight that congressional leaders are on the clock. they have 24 to 36 hours to get a deal done. as planning a vote that the u.s. government should not default on our debt and shut down comes down to the wire, we are inching close enough to the edge here that two of the world's major credit rating agencies have warned that our national credit rating may be downgraded as a result of this standoff. the day that the u.s. would actually hit the debt ceiling and start going into default and shutting down is august 2. but this does not mean that we have until august 2 before we lose our national credit rating. that could just happen right now. because of the uncertainty and because of how long it is taking to get this done. right

for a big deficit reduction and debt reduction package. we were offering a deal that caused for as much discretionary savings as the gang of six. we were calling for taxes that were less than what the gang of six had proposed. and we had -- we were calling for modifications to entitlement programs. this was an extraordinarily fair deal. if it was unbalanced, it was unbalanced in the direction of not enough revenue. nancy pelosi, harry reid, the democratic leadership, they sure did not like the plan that we were proposing to boehnor, but they were at least willing to engage in a conversation because they understood how important it is for us to actually solve this problem. and so far, i have not seen the capacity of the house republicans in particular to make those tough decisions. what a lot of the american people are so disappointed by is this sense that all the talk about responsibility, all the talk about the next generation, all the talk about making sacrifices, that when it comes to actually doing something difficult, folks walk away. here's what we're going to do. we have now run

. so just kind of a lot of extremes out there today in this weather pattern. the big, huge trough on the west coast, a little unusual for this time of year has got the marine influence along the coast, it's keeping everyone cool, even a few showers, while everyone else, this will be one of the hottest days of the year throughout much of the east. i put out our enhanced satellite. you can see where the trough is in here. and it continues to spin just off the coast. all of these clouds, you see them off the shoreline. at night they move in, they move along the coastline. they burn off hopefully by about mid day or so. you get some sunshine in the afternoon and it keeps things really cool. there's a lot of drizzle with the clouds, too. we have showers from portland northwards. it won't pour, just occasional showers, temperatures in the 60s. and there's the 66 in san francisco, where fingers crossed for a little bit of sun late in the day. that's not a promise. that's a look86 for your high. san jose, 73 for you. not a lot is going to change in the west, it's going do remain cool. if

, i'm not a big fan of raising taxes, especially for small businesses. but the reality is we are in a financial crisis right now. and i read this over and over over the weekend. it is only a half a cent. they could have gone higher. i like the fact that this legislation is dedicated. it's not going into the general fund. our speaker spoke about -- you know, we are going to be getting a lot of parolees in this town. public safety is a big deal in my district. we have issues right now and we call the police and it takes a while for them to get there. and it's a big deal. it's just the reality of what's happening in the state of california today. so i will put a motion in support of this half cent sales tax. president o'brien: does anybody want to comment on that first or anybody want to take a vote on that? commissioner clyde? commissioner clyde: i would like to comment before we vote. i too will be supporting this because i do and long have supported dedicated funding for the social safety net. i think that we should have something -- i have children and i don't know how peopl
